U.S. Senate Foreign Relations Committee, March 8, 2022. The question was whether Ukraine had biological weapons.
Asked by Senator Marco Rubio whether Ukraine had chemical or biological weapons, Under Secretary of State Victoria Nuland answered: 'Ukraine has biological research facilities, which, in fact, we are now quite concerned Russian troops, Russian forces, may be seeking to gain control of.'
The Department of Defense later said it had supported 46 Ukrainian laboratories, health facilities and diagnostic sites through its Biological Threat Reduction Program, run by the Defense Threat Reduction Agency, for public health and threat surveillance.
