MKUltra Subproject 68: CIA money for experiments at the Allan Memorial Institute in Montréal.
MKUltra was the CIA's program of research in behavioral modification, run from 1953 to 1973. In 1973 the CIA director ordered most of its records destroyed.
Subproject 68 funded the work of psychiatrist Dr. D. Ewen Cameron, who subjected patients to depatterning: massive electroshock, drug-induced sleep lasting weeks, and 'psychic driving', tape-recorded messages played on loop for days.
The surviving financial records were found through the Freedom of Information Act and entered into the Senate record in 1977.
