How the FBI kept records of illegal break-ins out of its own filing system.
Under J. Edgar Hoover, memos requesting approval for 'black bag jobs', warrantless break-ins, were marked 'DO NOT FILE'. They were kept outside the Bureau's central records and could be destroyed, so no retrievable record of the burglary existed.
Sensitive material from wiretaps and other surveillance travelled through a separate channel known inside the Bureau as 'June Mail'.
The practices were documented by the Senate Select Committee on Intelligence Activities in 1975 and 1976.
